  • One boxed kit (laptop + sensor + cached corpus)
  • On-site installation and operator training (1 day)
  • Configuration to one mission profile (selected from L0–L3)
  • 30 days of operator support during the pilot window
  • One real-or-rehearsed exercise integration
  • Written debrief with measured outcomes and gap list
  • Reference letter (if pilot is successful)

Best fit: first reference customer. Lowest-risk path for the customer; highest-leverage path for ISS LLC.

PHASE II EQUIVALENT

Multi-site & integration

For programs ready to scale beyond a pilot — multiple sites, integration into the customer's existing C2 / EOC / TAK stack, and hardware-in-the-loop characterization.

  • Up to 5 site deployments with role-tailored configuration
  • Hardware-in-the-loop sensor characterization (RF, optical, acoustic)
  • Integration adapters for customer's existing C2 / EOC / TAK
  • Two named exercises with after-action reports
  • Quarterly governance review and AGOS calibration update
  • Operator training for up to 50 personnel
  • 9 months of tier-2 support with documented response SLAs
  • Internal self-assessment control mapping artifacts (CMMC L2 / NIST 800-171)

Best fit: programs that proved the pilot and need to scale. SBIR Phase II direct, OTA prototype, or CRADA Phase II.

PRODUCTION

Full echelon deployment

For a full echelon (brigade, FEMA region, theater J-3) ready to take SHIELD/ATLAS into operational use across L0–L4. Includes the durability work that pilots and Phase IIs do not need.

  • Full echelon deployment from L0 (operator) to L4 (sustain)
  • Production SLA with documented uptime and incident response
  • Named secondary technical POC retained on contract
  • Quarterly third-party security review (independent, not vendor-marked)
  • Training pipeline integrated with customer's training cycle
  • FedRAMP / CMMC L2 / ATO support work as a separate line item if scoped
  • 12 months of tier-1 support with on-call coverage
  • Annual technology refresh and AGOS governance audit

Best fit: production program of record, FEMA APEX expansion, or an OTA-to-production transition.
